Biography

Mr. Smiley is the Founder and President of Sonoran Technology and Professional Services located in Goodyear, Arizona. He is responsible for creating and implementing Sonoran’s vision of becoming a preferred, industry-leading small business known for providing highly skilled, value-added, and cost-effective professional services for Federal and State agencies. Since starting Sonoran Technology in 2007, he has successfully led the company through our nation’s worst recession since 1932 by developing a business model that is focused on exceeding customer expectations, building strong relationships, mitigating risk, while at the same time minimizing operating cost.

Sonoran Technology employs over 300 employees and has operations in 23 states. In 2017, Mr. Smiley was recognized as one of 25 of the Phoenix Business Journal’s “Most Admired Leaders”. In May of 2016, his leadership and business savvy was recognized by receiving the U.S. Small Business Administration’s 2016 Small Business Person of the Year for Arizona. Mr. Smiley volunteers his time as an active and highly engaged board member at Arizona State University New College, West Valley National Bank Community Board, Estrella Mountain Community College Community Action Committee, Arizona Chapter of the Tuskegee Airman, and as an SBA spokesperson for the nationwide “Boots-to-Business”. An avid supporter of
small and veteran-owned businesses, he serves as a mentor for several small businesses and regularly participates as a panel member and advocate for regional and national small business concerns. From 2003 to 2008, he served as an adjunct professor at Arizona State University School of Global Management and Leadership.

Mr. Smiley is a retired Air Force Lieutenant Colonel with over 1,900 flying hours in the E-3 AWACS aircraft. He is a combat veteran of OPERATION DESERT STORM, served twice as a Squadron Commander, Deputy Group Commander, Pentagon action officer in the CHECKMATE Division, and Joint Chief of Staff (J3), where he served as a War Planner / Joint Air Operations Strategist. Colonel Smiley is a graduate and Director of Operations at the Air Force’s prestigious Fighter Weapons
School. During his 25 years of service, Colonel Smiley was awarded multiple medals and citations.
